CHAPTER 1 -  ADMINISTRATIVE AUTHORITY

Section 1 - Introduction

The Foreign Policy Regulation is set up to ensure awareness of the terms and provisions of the United States Air Force (USAF) owned by Dept.Defense regarding the treatment towards foreign organizations on the Habbo floor. Whilst we at USAF strive towards being an inclusive and welcoming community for our personnel and visitors, the proper procedures and policies stated below will ensure that we will be able to maintain professionalism and efficiency when handling any matters involving our visitors, allies and personnel. It is crucial for Air Force International Affairs (AFIA) personnel who are our face of Foreign Relations to enforce adherence to Foreign Policy.

 

Section 2 - Adherence to the Foreign Policy

Personnel employed by the USAF are strictly to adhere to this policy as they would to any other regulations regardless of their duty status. Visitors engaging with and/or within the premises of the USAF are subjected to adhere to this as well.

 

Section 3 - Jurisdiction of the Foreign Policy

Jurisdiction falls under the executive authority held by the Chief of Staff of the Air Force (CSAF) and shall be communicated between their office and any representative they designated. The AFIA holds jurisdiction to enforce Foreign Policy and is overseen by the Deputy Chief of Staff, Logistics (DCS LOG) assisted by their command team, as stated in Chapter 3, Section 1.

 

CHAPTER 2 - INTERNATIONAL REQUESTS

Section 1 - Foreign Incident Report

The Foreign Incident Report (FIR) can be utilized by any member of the USAF or foreign entity, to directly report any incidents that violate the foreign policy of the organization. Incidents that may be reported include, but are not limited to:

  • Disrespect to or by a foreign entity
  • Deliberate violations of a foreign organization's regulations by a member of the USAF
  • Trolling or general misconduct by a foreign entity in USAF HQ
  • Trolling or general misconduct by a USAF employee in a foreign organization

All FIRs will be reviewed and responded to by AFIA Command, with the goal of a swift resolution. Once a FIR is submitted, you are not entitled to specific details of the resolution, however, you will be notified that a resolution has been found. Any questions regarding a FIR may be directed to any member of the AFIA Command.

Section 2 - Joint Events Request

The USAF welcomes all opportunities for a collaborative event with foreign organizations. All requests regarding collaborative events with the USAF should be directed to an AFIA personnel who are assigned as an Associate in the foreign organization, who can relay them to the command team. Final approval of the event may only be given by the DCS LOG. Upon approval of a collaborative event, all efforts will be made to ensure each organization has a fair share of responsibilities and that all views and opinions are taken into consideration. The top foreign delegates for all parties will encourage dialogue and status updates throughout the event's planning to ensure its overall success. If at any point during the collaboration phase, a collaborative party has concerns regarding the event, they are encouraged to reach out to the AFIA Command team for a resolution to be found.

 

Section 3 - Foreign Relations Requests

All Foreign Relations Requests are to be directed to an AFIA personnel assigned as an Associate to the foreign organization who will then process the requests upward to the Chain of Command within the AFIA for review and execution. Upon sending in their request, a member of the AFIA Command will contact the requesting organization to set up a meeting or discussion with their team.

CHAPTER 3 - INTERNATIONAL AFFAIRS STRUCTURE

Section 1 - Command Structure

Subsection 1.1 - The Top Foreign Delegate

The Top Foreign Delegate of the USAF’s AFIA is the Deputy Chief of Staff, Logistics (DCS LOG).

The Assistant Deputy Chief of Staff, Logistics (ADC LOG) assists the DCS LOG They are the Second in command for the AFIA.

The Commanding Officer, Logistics (CO LOG) assists the ADC LOG and is the Third in Command.

The Executive Officer, Logistics (XO LOG) assists the CO LOG. They serve as the first point of contact in the Chain of Command and is the Fourth in Command.

Section 2 - Associates

They are assigned to a respective organization to maintain communications on any foreign information, events and relationship formation. They serve as the first point of contact for their respective organization. AFIA Command will contact the respective Organization to inform them of their assigned Associates from AFIA for contact purposes through AFIA’s Discord Server.

 

Section 3 - Point of Contacts

Point of Contact is the first line of communication inquirers should approach before moving up the Chain of Command. When it comes to the Foreign Incident Form, the first point of contact will be any member of AFIA who will then forward the matter to a CO+ within AFIA to be reviewed. As mentioned above, joint event requests should go to the associates that have been assigned to that specific organization.

 

Internally within AFIA, the points of contact are as such:
NCOs - XO LOG
WOs - CO LOG
Officers and AFIA Command - ADC LOG

 

This is to be followed at all times unless there isn’t one available for an urgent matter which requires immediate attention. However, if it is not an urgent matter, please have patience to await their response, a waiting time of 24 hours should be passed before moving up the chain of command.

 

CHAPTER 4 - UNITED STATES AIR FORCE INTERNATIONAL PARTNERSHIPS

Section 1 - Introduction

At USAF, we value our relationships with other organizations on the Habbo floor. We aim to support each other and build these relationships to enhance our mutual development. As such, we have several treaties to be shared and discussed with foreign organizations should they wish to build a relationship with us. This relationship aims to bring those aligned with our views together and to foster a welcoming environment for the parties involved when we visit and communicate with each other.

Section 3 - Partnership Tiers & Requirements

Subsection 3.1 - Treaty of Recognition

This Treaty is meant for the basic level of recognition between organizations and acknowledges its existence, thus signing this Treaty as an agreement to maintain Peace as well as to set a foundation of Professionalism, Communication and respect between each organization's External Affairs/Relations Team, NSC/Leadership and Foundation. 

 

Requirements

  • 50 Personnel on ID Badge/2nd Divisional badge(Mainly for Agencies)
  • Has a director for each Office/Special Unit
  • Has a website/forum with their Code of Conduct/Regulations publicly available
  • Rank List is publicly available

Terms of Treaty

  • Both parties of this treaty agree to be mutually respectful to each other's Personnel.
  • Both Parties of this treaty will actively work towards building a strong friendship & Relationship.
  • Officers/5iCs and the External Relations Team of each organization are authorized VIP Access in the other party's organization.
  • Events and engagement between organizations to foster and promote the friendship of both parties.
  • Transfers of Officers/5iC are strictly not allowed between organizations.

Subsection 3.2 - Alliance Agreement

An alliance agreement is the final tier of establishing a relationship with the other organization. By signing this agreement, both parties involved will dedicate and support each other in times of need of varying scenarios. Full discussions and meetings should be considered to discuss any concerns to their fullest extent to take into consideration every possibility and to ultimately rule a fair judgment and verdict professionally between both parties.

 

 Requirements

  • 100 Personnel on ID Badge/2nd Divisional badge(Mainly for Agencies)
  • Full NSC/Chief of Staff(COS)/Foundation Positions
  • Agrees to abstain from any relations with Mafias
  • Agrees to and follows the Abstinence from Cyber Warfare(Doxing, DDOS Attacks)
  • All other requirements stated within the Treaties are available in USAF

Terms of Alliance

  • Full disclosure of any punishment handed out such as Dishonourably Discharge, Never Rehire, Do Not Hire/Transfer
  • Recruitment of the above into the other party's organization is to be discussed between the NSC/Foundation level of both parties
  • Regular Visitations by the External Relations Team of both parties in this agreement
  • Transfers are strictly restricted between both parties if the transferee is currently actively employed at either. Full Resignation must be processed and finalized before transferring. Communications to be made between NSC/Foundation before Transfer Approval
  • HQ Access for Personnel/Employees from "XX" Paygrade/"Name" Division
  • VIP Access for Officers/External Relations Team
  • Discord Access for Personnel/Employees from "XX" Paygrade/"Name" Division
  • All other terms stated in Treaties are available in the USAF

Section 4 - Termination of Treaty/Alliance

The termination of an active Treaty/Alliance is at the discretion of the CSAF / VCSAF / DAF SA / DCS LOG, should the other party of the signed agreement be found to have breached any of the terms. The following are instances of termination:

  • Signed parties enter into Hostility against the USAF or our other signed Allies
  • Breach of discussed agreements
  • Closure of either organization

A notice will be sent out 24 hours before the termination of an alliance is in effect.
